Well, they copy the pitch of a voice they hear. They don't actually know how to use them or say them after a while, so I'd say no.

Talk around them alot like a parrot. males generally are more apt to speak than females. not all parakeets talk if youre referring to the broader category of 'keets which include budgies, quakers, rosellas, ringnecks etc. hand tamed birds are more likely to talk than parent raised.

you can teach specific birds like parrots parakeets cockatiels to talk like you. but trust me, its takes a while to train them to talk like humans
