Utah and Missouri. Actually, there are 5 Interstate highways in Utah and 17 in Missouri. The only state without any Interstate highways is Alaska.

In the normal sense of the understanding of the word Highway, there arent any major ones. There are certainly no Interstates.The tundra itself 'eats' highways, and smaller roads as well.

Alaska does not have an interstate highway as an interstate highway requires 4 lane divided road connected at the very minimum state. Alaska is separated from the 48 other states. Thus can not have an interstate highway. Alaska has state highways and it has national scenic routes but are not able to have an interstate highway.

If you want to drive across Alaska, look at a map. The few highways that exist do not span the state. One can drive the southern areas and into the interior, but north of Fairbanks the roads are unimproved and are open seasonal.
