That would depend on how you count 'London'.

The Greater London area has, as of 2012, a population of slightly more than 8.3 million.

However, the London Metropolitan area, meaning the area surrounding London from which it is to commute to work has a population of slightly more than 13.6 million.

This is NOT counted as London 'proper', however.
