If a bird fluffs up feathers there are a number of reasons;
Cold - Look at the temperature of the room the bird is housed
Moulting imminent - Birds that are moulting often feels "unwell" - Monitor
Ill - There can be many reason under this heading. Look at droppings and if they are different from the usual the it could be a digestive issue
Look at the food they are eating - Have they stopped eating as normal if yes change the diet as even the parrot can find the same old food an issue and may stop eating. The seed they are eating may not be feeding them as well . This can cause malnutrition - If the fluffing up is continuing seek a vets advice as birds will not show illness until they really are unwell - its their defense mechanism

well i dont know exactly what happens when your parakeet falls but when i let my parakeet out he accidently hit his head then fell then got up and continued flying nothing bad happened to my parakeet so i dont think parakeet gets hurt when it falls
