The economic pressure on Germany after WW2 , (Weimar Republic) was extremely rough. One loaf of Bread costed, about 10000 Marks, Instead of the usual 5 Marks so the economy was pretty bad and money was worthless. Therefore they couldn't pay the WW1 debt which caused France to march into the Ruhr and take out the economic output from the area. France treated the civilians horribly and did some 'bad stuff' there.
