You would need to know some things and answer the following questions:

Were you born in Ireland?

Are your parents or grandparents Irish (that is having been born in Ireland)?

Do you have an Irish passport?

If you can answer yes to these, you could have some claim to being Irish. If you have ancestors going back several generations that were Irish, then they were Irish, but you would just be of Irish descent. If you were born in a country other than Ireland, and have lived there all your life, then you are of that nationality first and foremost, with possibly some Irish ancestry.
