you can go any where with a permit, if your planning to stay there to live you would have to change it and for that information you would contact the Florida mva to see how long you have to change it.

A 16-year-old may drive with a permit, but not by themselves. Most states require any person with a permit be accompanied by an adult. It would be wise for one to know the state laws for driving with a permit, before doing so. Every state has its own rules.
You can drive out-of-state on a learner's permit, so long as the state you're driving in permits it. Pennsylvania is one of the states which does not recognise an out-of-state learner's permit, however, so your answer would be no.

If you have a concealed carry permit from the state of Pennsylvania, you may. However, without this permit, what you're suggesting would be a very ill-advised thing to do - even though it doesn't fire projectiles, a blank firing weapon is still potentially dangerous, as the gases emitted from the barrel can cause injury at up to 20 metres. Thus, it would still be considered a concealed weapon, whether or not the state of Pennsylvania considers it a proper firearm.
