well it depends on what you have found. I have heard many stories on things such as Nike Sneakers found in Oregon. You can report these but if its very odd and many of them, (such as rubber ducks, sneakers, hockey gloves, ect) the may have been lost from a cargo ship and the tides and currents pulled them to Alabama, most likely the Gulf stream brought them to you.
