you cant really tell, per se, because not only is there a recommended mileage interval (60,000-90,000 miles) for changing it, but there is also the suggestion to change it approximately every 6 years. you can check for wear, however, by removing the valve cover and the upper timing belt cover and checking the teeth on the belt for obvious wear signs.
The timing belt on a 1999 Acura Integra should be changed every 75,000 miles. Once over the mileage limit there is a chance the belt will fail causing engine failure.
