The idea of citizenship in antiquity was not restricted to Rome. It was also found in the city-states of other Italic peoples and of Greece. Some Greek philosophers also elaborated on this concept. It was also found in the city-states of the Italian High and Late Middle Age.

Although this concept must have been familiar to intellectuals who studied the classics, the modern concept of citizenship, together with that of nation comes from the French Revolution. People were no longer seen as subjects of the king, but as citizens of the French nation who had rights, as defined in the Declaration of the Rights of Man and of Citizens. The French Republic saw one the tasks of the state as being the defence of the rights of its citizens, even though things took a different course.
