This was a form of direct democracy where the ten magistrates were chosen by lot. However they were each first elected by the tribal assemblies of the ten tribes of the citizen body, which limited the scope of the lot to stray too far. And the chief magistrate had little power of his own. The fortnightly meetings of the citizen Assembly made the decisions, the magistrates carried them out, and had religious and legal duties to perform.
