Monaco is a tax haven, which imposes no income tax on individuals besides French and Americans. This helped the miniscule country grow and promote investment etc., and thus helped stoke it's now booming tourism industry with casinos like Monte Carlo.

This said, it is now safe to assume Monacans are either making end's meet by working in the service industry (casinos and hotels), or by being a real estate tycoon looking for a sunny place to evade income taxes. This is rather evident with a $30,000 GDP per capita.
