How do you address the honorary consulate of Costa Rica?

Dear Consul is sufficient and preferred

you don't need to make reference to the honorary portion of the title

if you want to be even more formal then use "honorable consul"

it it's a consul general (honorary or not) then you should use Dear Consul General
