Because Turkish has a dotted letter i and an undotted i, you would make sure to use the dotted capital I:

İ So Istanbul becomes "İstanbul" in Turkish.

If you spelled it using the regular capital "I", it would be as if you tried to spell it with the undotted i, which makes a different sound.
