You use a wing clipper and clip only the long feathers so it can still fly, but not get very far without stopping. Or better yet, don't risk harming your budgie and just be very careful with opening doors and such. I have a budgie and we don't clip her wings, she can fly well, and after a year of living with us, she knows where to go and where not go, just because we care for her well and give her lots of petting and loving time.

You can tell that your parakeet is old by looking at the rings on it's head. If there are a lot of black rings that go around it's head, it is younger. If your parakeet has little rings unlike this one, it's older. This parakeet has almost a white head which means it is older.

So the male Parakeet has a blueish cere, and the female has a pinkish brown cere. Here is a bad picture of what it kinda looks like
birds are very delicately species, and they would die from injuries ( i personally, recommend a visit to a veterinarian if injured )
It is very rare that a parakeet right from the store is going to be nice or even perch on you hand. It take a while for them to trust you. You have to prove to them that you are not going to hurt them.
If the leg is broken it will stand on one leg all day or lie on the bottom of its cage. Its best seeing a vet.
