It is best to get it one of those hard stick-type foods as a treat, this should allow your parakeet to keep it's beak from growing too large (im not certain that they do this). If this does not remedy the problem I would strongly urge you to take your pet to the vet! Trying to file down the beak of a bird could prove harmful, or cause stress to the bird (then it may molt), not to mention the fact that a scared, and non-sedated animal will likely attack you...in this case possibly taking a good size plug out of your hand.
