Practically speaking, the Spanish language exists outside of any one person's or government's ability to regulate it. When you have 343 million native speakers across five continents, regulation is basically impossible.

However, Spain does have the official "Real Academía Española" (The Royal Spanish Academy) whose members convene to discuss what the proper grammar should be for the Spanish Language, what new words will be accepted into the official Spanish lexicon, and numerous other Spanish language considerations. The Real Academía writes a summary of its meetings and "findings" for the public in order for them to speak Spanish as they believe proper.
