Quickly. But not immediately. For one, I personally believe steroids give the user a "placebo effect" with his/or her muscles (I.e "wow, I'm ripped already, and its only been one workout!"), and they create a mindset to work out (because they are testosterone afterall.) You should see results in your body (this is assuming you have the moral perseverance to stick to a diet, which is of necessity... and most people disregard that) within 2-3 weeks. These are results that your peers should comment on, and if not, then either the genes just aren't there, or your lacking in diet.

Of course, if you are doing this strictly for gains in a sport, and you do not care about the body or dieting, you should "feel" stronger after a couple workouts, but the real gains (say in a sport like Basketball) should not be very evident to you until you see those around you unable to continue (running) while you are doing great. Steroids are hugely genetic, though, so understand that you might not see anything happen, simply because the roids don't "turn on" the same genes that they do in other people.
