No, to my knowledge, their are no foreign military bases within the US, but we DO have bases in Germany as well as many other countries. However, these other countries are not annexed to the US. While there are no German military installations in the US, German Luftwaffe and Wehrmarkt do attend training in the US at times. Ft. Sill, the US Army Artillery Training School, trains troops and officers from many countries.

In September of 1862 the artillery of the Army of Northern Virginia presented a in several ways a problem. Both sides in the US Civil War knew the value of good artillery. On observation, the Confederates were knee deep in artillery. It consisted of three hundred cannon within seventy four batteries. This was a major strength for the Southern forces in September, 1862. The problem was that there were inconsistencies regarding the quality of the units. Since the Confederacy had not been able to develop major heavy industry to produce weapons such as cannons, the artillery was of many types. Some old, some new, Also, cannon from Great Britain that had bypassed the Union blockade. In the midst of all the activity that was in process in 1862, Robert E. Lee was never able to properly reorganize his artillery to the standards he wanted.
