there 4 different types of blank guns, 1. does not have the apperance of a firearm at all and is purpose built to start races, these require no license at all

2. designed to start a race but slighty look like a firearm, this has to be approved by the cheif commissioner 3. looks like a firearm but is intended for the use of props or collection, these require the gun to be registered and you must hold a license appropriate to the firearm/s as it can be modified to fire a projectile 4. an actual firearm that has been modified to serve as a blank gun, you need a license of the appropriate category to own it
