By most accounts, the average Russian knows one language-- Russian. But some members of the elite as well as people in the upper-middle class, might attend private schools where a foreign language is required; usually that language is English, although in some cases it might be Spanish or Chinese, especially if the school is focusing on preparing students for careers in government, business or diplomacy.
