The counties there that participate in the Leinster championship are of a higher standard, though not all Leinster counties participate as some of them are also of a very low level. So having Galway and also Antrim from Ulster, competing in the Leinster championship has made the Leinster Championship more competitive and given better challenges to Galway and Antrim than they would get in their own provinces. Until the standard of the other Connacht and Ulster counties improves, they are not going to be a challenge to Galway or Antrim respectively.
