1. A gang can have as many people as they want, the more they have, the more chance they have of defending their territory.

2. The above is one answer. I believe that the limit to a gang's size is the same as the limit on a tribe's size, or an extended kin group's size, or an insular cult's size. No more then can all know each other personally. 75 is usually the upper limit on that, and that is way up there.

After that, it is more usual for their to be a splitting off, be it tribe, cult or gang. There will be aggressive males who are denied an opportunity for meaningful participation, at the same time there are masses of disaffected members who don't think they are getting enough attention.

So the males who want more leadership, and the members who want more attention, join and split off. Sometimes they maintain affiliations with equal status, sometimes they still give lip service to being subordinate to the original.

Now, if we expand the word meaning, and now "gang" means "all the regular gangs who split off from the original", then they can be quite large. But at a certain point, they would be so large under that definition, that they'd probably mainstream, and become a corporate entity or in olden times, a nation.
