yes it has actually i am not sure about the south part of upland i live at 23rd street and mountain about 2000 feet elevation it snowed January of 2007 with some sticking on the ground and it also snowed march of 2006 with a little sticking on the ground. it has snowed a couple more times , but those are the only two times i recall the snow actually sticking
