Alaska is a big state. The 'average temp' is not the only temp. Here in Valdez the average temp is 20 but that doesn't mean we don't get 60 degrees F in the winter. And everything in between. So yes it does rain. Right on top of all the snow. Sometimes it slushes. Slush is when the water is stuck between rain and snow. It all depends on what part of the state you're in though. Valdez and Thompson Pass get the most snow in the state (Thompson Pass record is 974.2 inches or just over 82 feet) In other places they get less than a foot of snow.
