As with most theme park rides its more of a height issue rather than age. I would assume its around 48 -54 inches which is 4 - 4 1/2 feet tall. So unless your 3 year old is 4 foot tall id skip trying to ride it for now

What are the rides at Coney Island?

There are a lot of them, and many are new. A new park, called Luna Park, just opened in 2010, replacing the old Astroland Park. The new Luna Park was named after the old Luna Park, which burned down in 1944. Coney Island's most famous ride is the Cyclone, which first opened in 1927. It's not a glamorous roller coaster, but it goes really, really fast, and the whole thing is made of wood, so you're always kind of afraid that it's going to break. There are also a few new roller coasters that just opened this year. They are the first new roller coasters Coney Island has had since the Cyclone. There are also plenty of other thrill rides besides roller coasters. See the Related Link below for the Luna Park website. They have pictures, descriptions and height requirements for all of their rides. Scroll to the bottom, left side, under the Park Map section. You'll see the heading, "Attractions," and three links below it: High Thrill, Moderate Thrill and Mild Thrill.
