It depends on the where the purchaser resides.

Federal law only prohibits the sale of handguns to those under 21 years of age by licensed (FFL's) gun dealers, it says nothing about those under 21 purchasing from individuals or receiving one as a gift.

Many states such as Texas allow those 18 and over to own handguns. They can be purchased from individuals, be given as a gift and/or inherited.

Some Southern states such as Alabama allow those 18 or older in the military to have a concealed carry license and offer the classes and license to military members for free.

In most Southern states firearms, including handguns can be purchased from classified ads, online or traditional from individuals. There are no restrictions other than an individual cannot sell to a person under the age of 18 without parental permission AND cannot knowingly sell to a felon.

The Department of the Treasury Firearms Transaction Record (Form 4473) must be filled out completely by the transferor. Identification must be verified by the FFL. 1. Have the customer complete the Department of Treasury Form 4473. A. If the customer's answers indicate a prohibition, do not call the CBI. B. Check the DOB. If the customer is under 21 years of age he/she can not purchase a handgun, but can purchase a long gun. C. If the customer is 21 years of age, he/she can purchase either a handgun or long gun.
