If a parakeet is green and yellow is it a girl or a boy?

No. In parakeets the color of the feathers is not how to tell the sex of a bird. The area where the birds nostrils are is how you tell the sex of a parakeet. If this area is a greenish or blueish it is a male. If this area is a light tan or pinkish it is a female.

The green and the yellow comes from the feathers and it doesn't matter what colour they are, both male and females can have any colour! If you want to find out if its male or female tho then you need to look at its cere, which is at the top of its beak like the nose part. The cere should be the colour of blue if its a boy, or a color brown then that means its a girl, but if it has a pinkishi nose then that means its too young and you won't be able to find out if its male or female yet.

You don't tell by the color of their feathers, you can sex a packet by the nostrils above the beak called the cere. If the cere is blueish or purple then your parakeet is a male, if it is tan, your parakeet is a female. In addition if you parakeet is under a year old it might be difficult to tell the gender.
