There is wind on the Moon. Solar wind but also artificial wind or pressure. If i were to take a wind machine / fan to the moon that flag would flap like crazy.
Look at the Apollo 15 EVA, when he walks past the flag after putting it in it is perfectly and then starts to sway like a light breeze hit it. Because he created the wind, just the same as if a car or truck drives past you on the road and you would fel wind or more correctly and change in air pressure.
