To be considered a Cockney you must be born within the sound of Bow Bells. If the sound reaches Morden at any given time then yes, many would consider you a Cockney. It is unclear, however whether or not the bells must be ringing at the precise time you are born. I have asked many people about this and no-one seems to know. It is also unclear whether or not one should factor in local noise when determining whether the sound is audible from a given place.
