Is New York get to cold?

During warmer winters, it doesn't get much colder than 30 degrees Fahrenheit. During colder winters, it can get as low as 0 degrees Fahrenheit. I cannot remember a time when the temperature dipped below 0 degrees Fahrenheit, and I have lived in New York City all my life (26 years).

yes New York does get cold in the winter. We have a few more months of moderate temperatures, first (since I am typing this in late September).
