Marijuana is not legal anywhere in the United States. States which have passed medicinal marijuana laws, or states such as Colorado - which recently passed Amendment 64 - have not actually legalized marijuana, as they have no such power to override federal law. They have simply decriminalized it at the state level, establishing a set of circumstances in which the state declines to prosecute. It is still illegal.
North Carolina is not one of those states, and no laws decriminalizing marijuana either for medicinal or recreational use have been passed in the state.
