It is not illegal in the sense that you can go to jail for it; however, "Flag Code" as found in Title 4 of the United States Code states "The flag should never touch anything beneath it, such as the ground, the floor, water, or merchandise."
So, while you will not go to jail for dragging the U.S. flag on the ground, it is actually against a U.S. Code that you either can or can not follow willingly. Many consider it disrespectful, not only to the flag, but to men and women in the military and to the country, to allow the country's flag to touch anything, including the ground, that is beneath it.

It is not illegal, but it is against tradition and protocol and would not be proper. The United States flag flies on top, then beneath that the state flag, and then beneath that, the Confederate flag may be flown.
Do not let the flag touch the ground....If you do you have to burn it.

No. The 'flag code' is an advisory set of rules, they are not laws. No crimes are committed if you deface or destroy a US flag.
It is not illegal, per se. It would be very disrespectful and a violation of the US Flag Code. However, the Flag Code holds no legal standing and includes no penalties for violations.
When waving the American flag, be careful not to let any part of it touch the ground, because this is offensive.
