You could cross illegally, but getting back across is another matter. If you are caught you will be arrested and have to prove who you are. Depending on which side of a border you are on it could be a real problem. Once in a foreign country you are under that countries laws and will have to face the consequences according to their laws. Personally, I don't think it is worth the problems involved.

In some cases it is possible, depending on your nationality and the border involved. Some groups of countries allow their citizens to cross their borders with a national identity card. For example citizens of the EU countries can visit any other EU country with a national identity card.
