Yes

It is built by Smrat Vikramaditya for his great Observator, Astrologer Warah Mihir. The sorrounding area of Kutub Minar is Mehrauli which easly explain its relation with Vikramaditya. Mihir + Awali( his students) = Mehrauli that's how this place is known by this name. Few years back a brick come to notice (fall down from Kutub Minar) which had Hindu Deities picture in inner side and Kuran Ayats at outer side . this is clearly shows that this is a observatory built by and related to Hindus and captured by Mughals and then reconstruct in their name like Taj Mahal etc.
