If the question is from a Brahmin or Kshatrya family then the answer is - Generally No. Because both appear to be belonging to the "bharadwaj" Gotra. However in special case if the girl is adopted & donated by his maternal uncle then it may be permissible. But if they belong to any other community it may not be a hurdle because rattan bhardwaj & awadh bhardwaj may be a different clan in those communities..
