I don't even know if the Country of Western Sahara could even be called 'developing'. Western Sahara is part of the Sahara Dessert, the second largest dessert on earth (Antarctica is #1). It has a population of just over a half million (New York City alone has over 8 million). Only 0.02% of the land is arable (having the ability to grow crops). They have no permanent crops, no export trade, and has had border and ownership disputes and wars for independance (armed conflicts). These issues, and the fact that the County's economic trade is controlled by Another Country, Morroco, make it very difficult to develope into any kind of regional, political or economic power.
