To explain, there are four different types of sexual offense where age is a determining factor. These sexual offenses do not apply when both parties are 16 and up, OR if they are within 4 years of age of each other.

The two exceptions are school employees having sex with students, in which case it is a crime if the person is under 18, rather than 16. The other is for soliciting a prostitute. If the prostitute being solicited is under 18 (or is a police officer posing as a minor), it is a crime called "sexual solicitation of a minor."

Maryland's regulations (called "COMAR") refer to tattoo and piercing procedures as "Skin-penetrating body adornment."

The parlor and artist have a list of requirements they must comply with by regulation. These include for example that the client be informed of the risks and must sign written consent form, or the parent or guardian must sign if the client is a minor, and that consent must be kept for 3 years on record. The parlor must also keep records for 3 years on the client's name, what they had done, the date, and who did the procedure. • a girl's external genitalia
• a boy's penis or scrotal skin
• the nipples.

There is no law against other types of body piercing.

If you are under 18 you must be capable of forming a sound and reasoned decision to agree to being pierced. In those circumstances a parent's consent is not necessary, but in practice many piercing studios require it.
