The U.S. icon 'Uncle Sam' was based on Samuel Wilson who worked during the War of 1812 as a Meat Inspector. The U.S. President at the time was James Madison. The beard came later in about 1830 when cartoonist Thomas Nast and John Tenniel added the goatee. Andrew Jackson was U.S. President at that time. My guess is the goatee was probably added as a tribute to Abraham Lincoln, but there is no references to support that theory.
