Yes it should - in fact there should not be a lower limit on drinking ages; countries without a drinking age have less incidents of drunk driving (injury & death) than countries with the limits. Drunk kids on bicycles cause far less damage than a drunk kid in a car. It seems they learn their limits on drinking before they can legally drive, so tend to drive drunk far less often. Of course if that were done, the income from DUI's would go down by around 1,000,000 dollars per year (based on current published results) so your taxes would have to go up to supplement that income for the area.
