Yes there should be because if there wasn't, there would be no way for the teachers to learn new techniques to help students learn. If they realize that one technique is not working, they can change their technique.

Board examination should be abolished and rather they should be replace by pratical skill , learning skill and professional skill.
You need to do your end of year exams and get a fair amount of questions correct.
If students pay attention in class during the year, do the work, do the readings, ask questions, etc., then the Final Exams or End-of-Grade test(s) should not be much of an effort. However, students should do reviews of each subject.
It is reccomended that adults have their eyes examined every year.
