Yes, if that's your unweighted GPA (no extra weight for honors classes). The University of South Carolina puts more of an emphasis on you SAT score, however. So if you have at least an 1100 on the SAT and that GPA, you should be able to get in.
An ACT score of about 35-36 is needed to get in to Ohio Dominican University. A SAT score of about 600 is needed to get in to Ohio Dominican University.

North Carolina State University has not set a minimum ACT score. However, looking at the average scores of accepted applicants will give you a better idea of what NCSU is looking for. Mid-range scores (the scores of the top 25%-75% of the accepted applicants) range from 24-29 composite on the ACT.
It doesn't work that way. No university sets a hard line and says "We won't take anyone below this SAT score, and we will take anyone above it."
