You will have to specify what cities or towns your are talking about. It only takes a minute to cross the state line, as the two states do have a common border.

Counties within a City?Cities are in counties. I am not aware of any city that sits in more than one county, though it is certainly possible. There are a few cities that are in more than one state, and become two cities in two separate counties. A political state map should be able to help you out with the boundries.
The two states with more counties than Kentucky are Texas and Georgia. Texas has the most counties of any state, with over 250, while Georgia follows with a significant number as well. Kentucky has 120 counties, placing it among the states with a relatively high number, but still fewer than these two.
Cities can be incorporated, counties cannot. That is one of the differences between the two covernmental structures. So all counties in Texas are unincorporated.
Paris and France
Atlanta lies in two counties, Fulton and Dekalb.
The Dalles, Or and The Villages, FL are two.
