Well from what I have read Quebec is very rich in recourses it has lots of bodies of water, coniferous forest to make paper
Three natural regions help make Quebec, you know Quebec The Canadian shield a.k.a. Laurentian Plateau has enormous block of ancient crystal like rock there's also the St. Lawrence Lowland, or Valley is relatively flat and situated near sea level and has been Quebec's main source of the manufacturing and commercial area the las t natural region of Quebec is the Appalachians It is basically a continuation of the mountain chain started in the u.s.

It was an early settlement but it does have a reasonably central location.
closeness to main waterways and other settlements
Many of the early settlers were french and the first settlement there was st Lawrence.May settled there for it's fertile soil and because the agriculture there was enormous.
the early settlement were colonies.
Romans valued loyalty and justice. People who broke the law would be severely punished, just as the king was punished
Think Mesopotamia between the rivers- water is good for agriculture, and agriculture means permanent settlement is possible . Egypt had this same relationship with the Nile. If the settlement is between mountains, it would be safer from attack or takeover, whereas a settlement in a more accessible area- think Greece- would likely develop I to more of a trade nation
What did early settlements have
The land was very fertile making people flock to the land making it a great place to farm
