Texas, I believe, because the people created "The Texas Constitution" in 1876, which contains its own set of Bill of Rights.
Bill of Rights
Due to the new modern accusations in society, the bill CURRENTLY does not hold any more/or less rights then the USS Bill of Rights. In 1976 a new part of the bill was passed in Texas, but was overturned in 1999 because people found it not to be in Life, Liberty, or possessions. Since that day, nothing new has been tried to be passed.
A bill of rights is included in the US Constitution.
Bill of Rights protecting freedoms of speech, the press, and religion; right to trial by jury; and other basic civil rights.

Article 1 of the Texas Constitution is referred to as the "Bill of Rights."
