The counties that would be least likely to suffer a direct hit would be the few that hug the Georgia state border at the northern end of the state. It all comes down to Geography - Florida is a peninsula, surrounded by water on three sides, in between two very active "High Velocity" hurricane zones.

In addition, Florida is, at its widest, is only 110 or 120 miles. Hurricanes can easily cross the peninsula and maintain intensity, as Hurricanes Charley and Wilma proved in 2004 and 2005, respectively. Cities like Orlando and Lakeland got a wake up call. It's no surprise that RMS issued a report that increased the hurricane risk in these areas by 300%.

All in all, you would probably be safest in the extreme northern counties near the GA state line, where there is more land to help weaken storms. The entire peninsula, however, is under an extreme risk to be affected by intense hurricanes, REGARDLESS OF LOCATION. The coasts get storm surge, and inland areas will flood. And with the peninsula, the winds rarely have enough land area to die down.
