Queen Victoria chose Ottawa as the Capital of the Province of Canada [note: the pre-Confederation Province of Canada] for several reasons: 1. Ottawa was far enough from the American border that it would not be vulnerable in the event of another attempt by the USA to invade Canada. 2. Ottawa's economy was based on the timber trade. At any given time there were hundreds of "rough-and-ready" lumberjacks who could be called upon to defend the city against an invading force from the USA. 3. Ottawa was a relatively smaller city, and so would be easier to defend from populists mobs such as those that had burnt parliament buildings in Montreal in 1849.
Congress of Democratic Trade Unions - Quebec - was created in 1972.
Montreal is surrounded by the Saint Lawrence River to the south and the Ottawa River to the northwest. The Saint Lawrence River serves as a major waterway for shipping and trade, while the Ottawa River marks the boundary between Quebec and Ontario. These rivers contribute significantly to the city's geography and economic activities.

During what time period? The Ottawa seem to have been a people who traded much with other tribes. The Ottawa were widely known as traders; their location and negotiating skills enabled them to become middlemen in intertribal commerce. Their canoes traveled as far west as Green Bay, Wis., and as far east as Quebec to buy and sell such merchandise as cornmeal, furs, sunflower oil, mats, tobacco, and medicinal herbs. They were in close alliance with the Hurons, or Wyandots, from the first. And the Wyandots raised tobacco for the Indian trade.
Yes, Quebec city is very well situated for trade and shipping because it is located on the Saint Lawrence River, (Which connects to the Atlantic ocean) and main shipping lanes.
