Tennessee was the only Confederate state not placed in a military district during the Reconstruction era. After the Civil War, it was the first state to be readmitted to the Union in 1866, which exempted it from military oversight that was imposed on other former Confederate states. This early readmission allowed Tennessee to bypass some of the Reconstruction policies that affected its counterparts.
Tennessee...it use to be a confederate state but later joined the union
The only Union states that WERE invaded by Confederate military forces were Pennsylvania and Maryland.
Tennessee was the only state not placed in a military district during Reconstruction because it was the first Southern state to be readmitted to the Union after the Civil War. In 1866, Tennessee ratified the 14th Amendment and reorganized its government, which led Congress to view it as a model for reconciliation. Additionally, the state's relatively stable political situation made it less of a priority for military oversight compared to other Southern states that were facing significant unrest.
Following the Union victory in the Civil War, Tennessee had already been readmitted to the Union in July 1866, The remaining Confederate States were governed by the North as military districts, as per the Reconstruction Act passed in March 1867.

General Robert E. Lee joined the Confederate military primarily due to his loyalty to his home state of Virginia. When Virginia seceded from the Union in April 1861, Lee felt a strong obligation to defend his state. Despite his reservations about slavery and secession, he believed that his duty as a military leader was to support Virginia and the Confederacy in their fight for independence.
He didn't. He resigned his commission as a colonel in the United States army and offered his service to the Virginia State Forces. He worked as a Military advisor and commanded a small army in modern-day West Virginia. In 1862, Confederate President Jefferson Davis placed him in command of the Confederate Army operating in eastern Virginia, which Lee would soon reorganize and rename the Army of Northern Virginia.
