Kosovo declared independence from Serbia in 2008, however, it has yet to become a sovereign nation. Even if you declare independence, you are not necessarily a free country. You need to be a recognized nation by other countries in the world: at least half of the members in the United Nations. Kosovo is about 15 or so votes short of achieving sovereignty status. It is possible the country may soon be considered an independent nation, or it may never be.
