This all depends on your bird. One budgie may like it's head scratched, and other may like treats, or possibly another may like mirror toys. You will just have to try it out. Just a side note, a budgie may not let you scratch it's head unless it trusts you very well. You will have to bond with your bird, by giving it food/water, cleaning it's cage, giving it treats, and even just talking softly to it.
